London: British Foreign Secretary Liz Truss berated Moscow’s ambassador over his country’s invasion of Ukraine on Thursday, calling Russia an international pariah before kicking him out of the meeting, sources said.

Truss had summoned Andrei Kelin over what she said was Russia’s “unprovoked and unjustified attack on Ukraine”, according to an official statement for her department.

She told him Moscow had “repeatedly lied about having no plans to invade Ukraine, and (that) its unprovoked aggression had made it an international pariah”.

Western sanctions would inflict pain on the Russian economy, she added, and Moscow “should expect a long, protracted conflict that would inflict a huge human, economic and political cost on the Russian government,” the Foreign, Commonwealth and Development Office statement said.

Truss condemned Russia’s “outrageous attack on Ukraine as a clear breach of international law”, during what an FCDO source described as “a very grumpy meeting”.

The minister “kicked (Kelin) out after he started spouting the Kremlin’s incredulous propaganda lines”, the source added.

FTSE 100 rises as Ukraine optimism lifts risk appetite

The benchmark FTSE 100 tracked global markets higher on Monday, as hopes of a de-escalation in Russia-Ukraine tensions bolstered appetite for risky assets.

The FTSE 100 index (.FTSE) rose 0.4% in morning trade.

The office of French President Emmanuel Macron said on Monday President Joe Biden and Russian President Vladimir Putin had agreed in principle to a summit over Ukraine.

“It’s cautious optimism at best and fragile but it does offer some hope that diplomacy is going to be sought,” said Craig Erlam, a market analyst at Oanda.

“This will also bring a lot of unpredictability, and as we saw last week, it doesn’t take much for sentiment to turn again.”

Banking stocks (.FTNMX301010), among the star performers so far this year, added 1.6%.

Heavyweight banks like HSBC (HSBA.L), Lloyds Banking Group , and Barclays (BARC.L) are expected to report their earnings later this week, days after NatWest (NWG.L) posted a hefty profit but warned of rising prices.

The domestically focussed mid-cap index (.FTMC) reversed its early gains to fall 0.1%, with Playtech plc (PTEC.L) leading losses with its 3.3% drop.

Meanwhile, British Prime Minister Boris Johnson is expected to set out plans to scrap coronavirus restrictions, lifting travel and leisure stocks (.FTNMX405010) up 0.5%.

Aiding markets further, activity in Britain’s private sector picked up at the fastest pace since June 2021 this month, as spending on travel, leisure and entertainment rose after an Omicron wave of cases eased, a survey showed.

Among individual stocks, John Menzies (MNZS.L) rose 0.5% after saying Kuwait’s National Aviation Services (NAS) has sweetened its takeover proposal for the British airport services company to about 559 million pounds ($761.75 million).

Drugmaker AstraZeneca (AZN.L) climbed 1.3% after saying its cancer drug helped patients with a type of advanced breast cancer live longer.

In the United States, markets are closed on Monday for Presidents Day.

London housing market boosted by end of COVID rules, Rightmove says

Asking prices for British homes posted their fastest annual growth in more than seven years this month, helped by a bounce-back in demand in London ahead of a return to the office for many workers, a survey published on Monday found.

Prices of property coming to market rose by 2.3% from January – the biggest monthly jump in cash terms in at least two decades – and were 9.5% higher than a year ago, the strongest annual rate of growth since September 2014, property website Rightmove said on Monday.

London saw its fastest price growth since 2016 and the biggest jump among all regions in the number of buyers making enquiries ahead of the end of pandemic restrictions, it said.

Prime Minister Boris Johnson was due to set out plans on Monday to scrap coronavirus restrictions as part of a “living with COVID” strategy that aims to achieve a faster exit from the pandemic than other major economies.

Prices were also pushed up by the usual mismatch between would-be buyers, which rose by 16%, and the number of properties on the market, up by 11%.

Despite the rising cost of living and interest rates that are also going up, demand for properties was growing ahead of the busy spring season for the housing market, Tim Bannister, Rightmove’s director of property data, said.

Britain’s housing market boomed after the lifting of the first coronavirus lockdown in 2020, propelled by demand for bigger properties among people working from home and a now-expired tax break offered by finance minister Rishi Sunak.

Earlier this month, mortgage lender Nationwide reported the strongest start for the housing market in any year since 2005 but rival lender Halifax said house prices in January rose at their slowest monthly pace since June last year.

The Royal Institution of Chartered Surveyors said house price growth hit a six-month high last month but momentum in the housing market could soon fade because of the growing cost-of-living squeeze.

UK election watchdog warns new law could impact its independence

Britain’s elections watchdog asked the government on Monday to reconsider proposed changes to its oversight arrangements, warning they could impact its independence.

The government is hoping to pass wide-ranging legislation to update the laws around elections with what it calls the aim of protecting the health of Britain’s democracy.

The Elections Bill includes a provision under which the government will set out the Electoral Commission’s strategy and policy. The commission is an independent body overseeing elections and regulating political finance.

“It is the firm view of the Commissioners that the introduction of a Strategy and Policy Statement — enabling the Government to guide the work of the Commission — is inconsistent with the role that an independent electoral commission plays in a healthy democratic system,” the Electoral Commission said in a letter to ministers.

“If made law, these provisions will enable a government in the future to influence the Commission’s operational functions and decision-making.”

A government document last updated earlier this month set out the aims of the Elections Bill, saying the changes to the Electoral Commission would improve its accountability to government and that it would remain operationally independent.

Britain’s Queen Elizabeth catches COVID

Queen Elizabeth tested positive for COVID-19 on Sunday, sharpening concerns about the health of the world’s longest-reigning monarch two weeks after she marked 70 years on the British throne.

The 95-year-old queen, who has been fully vaccinated against coronavirus, quipped just four days ago to Palace staff that she could not move much, and she spent a night in hospital last October for an unspecified ailment.

“The Queen has today tested positive for COVID,” the Palace said. “Her Majesty is experiencing mild cold like symptoms but expects to continue light duties at Windsor over the coming week.”

“She will continue to receive medical attention and will follow all appropriate guidelines,” the Palace said.

A number of staff have tested positive for COVID-19 at Windsor, the ancient castle where Elizabeth, the world’s oldest monarch, spent much of her time during lockdowns designed to contain the pandemic.

Philip, the queen’s husband of more than 70 years, died in April last year, aged 99.

Their son, Charles, 73, the heir to the throne, earlier this month contracted COVID-19 for a second time. He had met the queen days before.

British Prime Minister Boris Johnson, who has said he nearly died from COVID-19 in 2020, was due to scrap coronavirus self-isolation rules as part of a “living with COVID” strategy that aims to achieve a faster exit from the pandemic than other major economies.

“I’m sure I speak for everyone in wishing Her Majesty The Queen a swift recovery from COVID and a rapid return to vibrant good health,” Johnson said on Twitter.

DEVOTION TO DUTY

The queen quietly marked the 70th anniversary of her accession to the British throne in early February.

Elizabeth became the queen of Britain and more than a dozen other realms including Australia, Canada and New Zealand on the death of her father King George VI on Feb. 6, 1952, while she was in Kenya on an international tour.

She is the first British sovereign to spend seven decades on the throne in a dynasty that traces its origins back almost 1,000 years to Norman King William I and his 1066 conquest of England.

Elizabeth’s achievement has been to maintain the popularity of the British monarchy in the face of seismic political, social and cultural change that threatened to make the world’s most famous royal family an anachronism.

When she ascended the throne, Josef Stalin, Mao Zedong and Harry Truman were running the Soviet Union, China and the United States, respectively, while Winston Churchill was British prime minister.

Including Churchill, she has been served by 14 prime ministers – a quarter of the number in Britain since Robert Walpole 300 years ago. During her reign, there have been 14 U.S. presidents, all of whom she has met bar Lyndon Johnson.

Elizabeth’s quiet devotion to duty has won her support and respect in the United Kingdom, and the broader Commonwealth, in contrast to the scandals that have engulfed other members of the royal family.

“She’s an icon, she’s an icon of the UK: she is an epitome of the UK in some ways, most people in the country have never known any monarch other than her,” Steven Stepanian, who works as a consultant in London, told Reuters.

Shashi Vandrevala, a 72-year-old retiree, said: “She has to get better, we can’t afford to lose her yet.”

ROYAL FUTURE

The queen has in recent years attempted to pass more duties to her heir, Charles, and to his eldest son, Prince William, and his wife, Kate.

There are, though, concerns about the future. Such is the depth of respect for the queen that while she lives, the institution will be safe. What will follow is less certain.

Supporters see the queen as a unifying figure who bolsters Britain’s prestige and economy. Opponents say the institution is a bastion of undeserved privilege, funded in part by taxpayers and undermined by some members’ behaviour.

Prince Andrew, Elizabeth’s second son, last week settled a lawsuit by Virginia Giuffre accusing him of sexually abusing her when she was a teenager. Andrew, a former associate of Jeffrey Epstein, has denied accusations that he forced Giuffre to have sex at age 17 more than two decades ago.

Meanwhile, Prince Harry, once the Windsors’ most popular member, and his American wife Meghan gave up their royal duties to move to Los Angeles. Meghan last year said concerns within the family had been raised over the skin colour of their son.

She also accused the family of neglect, saying she ended up with suicidal thoughts after pleading for help and getting none. The queen said some recollections may vary.

British police said last week they had begun an investigation into allegations in media reports that honours were offered to a Saudi national in return for donations to one of Prince Charles’s charities.

For many British people, though, the queen is very special.

As news of her COVID-19 infection spread, message boards in the London underground stations carried a goodwill message to the monarch, urging her to relax with her dogs.

“Get better soon Your Majesty – chill out with the Corgis,” the message read. “Get plenty of rest. You’re simply the best. Thanks for being such a wonderful queen.”

UK Weather: Millions Told To Stay At Home As Storm Eunice Hits

Millions of people have been told to stay at home as one of the worst storms in decades, Storm Eunice, hits the UK.

The Met Office has issued a second rare red weather warning to cover London, the south-east and east of England.

A red warning – meaning there is a danger to life from flying debris – is already set to cover parts of south-west England and south Wales.

Hundreds of schools will be closed, all trains in Wales are suspended and the Army is on stand-by.

Forecasters warn Eunice could bring wind gusts of up to 90mph on Friday, causing significant disruption and power cuts.

BBC Weather said it “could well be one of the worst storms in three decades”.

There are concerns that Storm Eunice’s strong winds and a possible storm surge could combine with high spring tides to bring coastal flooding to the west, south-west and the south coast of England.

Ten severe flood warnings – meaning there is a danger to life – are in place on the Severn Estuary and the Wye Estuary. Less serious flood warnings and alerts have been issued for other parts of England, Scotland and Wales.

River flooding in the Pennines, North Yorkshire and Lancashire is expected during the weekend. The water level in rivers, lakes and streams is likely to rise and overflow due to a combination of after-effects of Storm Dudley and snow melting.

A government source told the BBC they were “well-prepared” with more than 250 high-volume pumps and 6,000 trained staff able to be deployed, adding they were not taking the threat posed by Eunice “lightly”.

Major incidents have been declared in Cornwall, Gloucestershire, Avon and Somerset and Hampshire.

In Cornwall and Somerset, residents are being urged to stay at home and only travel on Friday if “absolutely necessary”.

Both councils advised people to stay back from cliffs and seafronts due to the danger of large waves, with Cornwall warning of possible flooding during the high spring tides at about 06:00.

Council and emergency services staff in Gloucestershire and Avon and Somerset were due to knock on doors on Thursday afternoon to ensure people who need to evacuate from possible floods along the Severn Estuary can do so safely.

The government held an emergency Cobra meeting on Thursday to discuss the response to the incoming storm.

Prime Minister Mr Johnson said the Army was “on stand-by” to support those affected.

Eunice is the second storm in a week for the UK after Storm Dudley battered parts of Scotland, northern England and Northern Ireland, leaving thousands of homes without power.

The Met Office has issued several weather warnings across the UK:

A red warning for wind – the highest level of alert -along the coastline of Devon, Cornwall and Somerset and south Wales from 07:00 GMT until 12:00 on Friday with gusts of up to 90mph
A further red warning for wind has been issued for London, the south-east and parts of the east of England from 10:00 until 15:00
An amber warning for wind covering all of England south of Manchester and Wales until 21:00 with gusts of up to 80mph
A yellow warning for snow for much of Scotland, Northern Ireland and northern England from 03:00 until 18:00
A yellow warning for wind in the Midlands, north-east England, north-west England, parts of Northern Ireland and parts of Scotland from 07:00 and 18:00 with gusts of up to 70mph
A yellow warning for wind covering London, south-east England, south-west England, Wales and parts of the West Midlands from 06:00 to 18:00 on Saturday

Red weather warnings are rare, and mean that roofs could be blown off, power lines brought down and trees uprooted – as well as flying debris which could cause a danger to life.

The last red warning was for Storm Arwen in November last year, but before that one had not been issued since the so-called “Beast from the East” in 2018.

BBC Weather meteorologist Ben Rich said he expects Eunice to “cause damage, huge disruption and coastal flooding” – but he said it was “impossible to know exactly how bad this storm is going to be”.

“Winds of the same strengths will cause different impacts in different regions of the UK – for example, coasts of western Scotland are far better prepared for 80mph winds than inland parts of southern England.”

BBC Wales weatherman Derek Brockway said although Eunice was not a hurricane, winds will reach hurricane force level.

People have been warned to “tie down” objects in their gardens, fasten doors and windows and keep cars locked in garages if possible away from trees and walls.

And the Met Office said people should avoid travelling if they can and stay at home when winds reach the highest speeds.

Hundreds of schools are staying shut on Friday due to the high winds – including in Cornwall, Devon, Somerset and Bristol.

Almost all Welsh councils have said their schools would close on Friday and some university campuses in Wales are also expected to close.

Covid Deaths In UK Continue To Fall

Death registrations involving Covid in the UK fell slightly in the week ending 4 February, according to the latest Office for National Statistics figures.

There were 13,472 deaths registered in total in the UK during that week – 9% below the five-year average.

A total of 1,390 of these involved Covid – a fall of 155 compared with the previous week.

If a death certificate mentions Covid, it will not always be the main cause of death but may be a contributory factor.

Currently, fewer than two in every three Covid-related deaths are estimated to be caused by the infection.

A doctor can certify the involvement of Covid based on symptoms and clinical findings – a positive test result is not always required.

A total of 183,502 deaths have occurred in the UK where Covid-19 was mentioned on the death certificate.

The ONS figures are different from the daily Covid data published by the government. The latter also show Covid deaths are going down.

Between 8 February 2022 and 14 February 2022, there have been 1,243 deaths within 28 days of a positive coronavirus test, government data shows. This shows a decrease of a quarter compared to the previous seven days.

Hospital admissions and newly-recorded Covid cases are also down.

Meanwhile, most people aged 12 or older in the UK have had at least one dose of Covid vaccine. The jabs protect against illness, as well as reducing the risk of people spreading the disease.

Prince Andrew Settles US Civil Sex Assault Case

Prince Andrew has settled a civil sexual assault case brought against him in the US by Virginia Giuffre, court documents show.

Ms Giuffre had been suing the Duke of York, claiming he sexually assaulted her on three occasions when she was 17, allegations he has repeatedly denied.

A letter filed to the US district court on Tuesday said the duke and Ms Giuffre had reached an out-of-court settlement.

The duke’s representatives said he had no comment beyond the court statement.

A statement in the letter to US judge Lewis A Kaplan, said the duke would make a “substantial donation to Ms Giuffre’s charity in support of victims’ rights”.

It added that Prince Andrew had “never intended to malign Ms Giuffre’s character” and that he recognised she had “suffered both as an established victim of abuse and as a result of unfair public attacks”.

The duke also pledged to “demonstrate his regret for his association” with the late convicted sex offender Jeffrey Epstein by supporting the “fight against the evils of sex trafficking, and by supporting its victims”.

He also commended the “bravery of Ms Giuffre and other survivors in standing up for themselves and others”.

Asked for comment on the latest development, Ms Giuffre’s lawyer David Boies told the PA News agency: “I believe this event speaks for itself.”

Ms Giuffre, now 38, claimed she was the victim of sex trafficking and abuse by financier Epstein from the age of 16. Epstein died in prison in 2019 while awaiting a sex trafficking trial.

She said that part of the abuse saw her lent out to powerful men, including Prince Andrew, who is the third child of the Queen and ninth in line to the throne.

Ms Giuffre claimed the duke, 61, sexually assaulted her on three occasions – at Ghislaine Maxwell’s home in London, in Epstein’s mansion in New York and on Epstein’s private island in the US Virgin Islands.

In an 2019 interview with BBC Newsnight, Prince Andrew said he had no memory of ever meeting Ms Giuffre and said her account of their London meeting and sex at a house in Belgravia in Belgravia “didn’t happen”.

In January, the United States District Court for the Southern District of New York ruled that the civil action over him could go ahead.

Buckingham Palace later announced that Prince Andrew’s military titles and royal patronages had been returned to the Queen. A royal source said he would also stop using the title His Royal Highness in an official capacity.

Ian Stewart: Man Who Killed Author Guilty Of Murdering Wife

A man who murdered a children’s author in 2016 has been convicted of killing his wife six years earlier.

Ian Stewart, 61, was found guilty of murdering Diane Stewart at their home in Bassingbourn, Cambridgeshire.

Her death had been treated as epilepsy-related until he murdered his fiancee Helen Bailey and dumped her body in a cesspit at their Hertfordshire home.

Mr Justine Bryan sentenced Stewart to a whole-life order, meaning he will never be released from prison.

Evidence from Mrs Stewart’s brain, which was donated to medical science, was used to help convict her husband.

In 2017, Stewart was convicted of secretly drugging and suffocating Ms Bailey in Royston, in a plot to inherit her fortune of some £4m.

He was jailed for life with a minimum 34-year term, and police then began to investigate the death of his wife in the garden of their home on 25 June 2010.

In his evidence at Huntingdon Crown Court, Stewart claimed on the day of Mrs Stewart’s death he had driven to the supermarket to get French bread and pate to “celebrate” after their son’s driving test, but returned home when he realised he had forgotten his wallet.

He said he saw Mrs Stewart “crumpled on the floor” and gave her CPR. He then told a 999 operator: “My wife had a fit. She’s in the garden.”

He told the operator his wife had epilepsy, but Mrs Stewart had not suffered a fit since 1992.

Brain analysis

An inquest concluded she had suffered sudden death in epilepsy (SUDEP), which kills about 600 people in the UK each year.

While her body had been cremated, which police believe was done upon Stewart’s instruction, he had consented to her brain being donated to medical science.

Prosecutor Stuart Trimmer QC told jurors scientists and pathologists were instructed to re-examine the circumstances, and analysis of the brain tissue indicated Mrs Stewart’s death was “most likely caused by a prolonged restriction to her breathing from an outside source”.

One consultant neurologist gave her risk of SUDEP at the time as “extremely low – one in 100,000”, Mr Trimmer said.

Jurors also heard he received nearly £100,000 after Mrs Stewart died, including £28,500.21 in life insurance and the rest from her bank accounts.

Stewart, who had two children with his wife, went on to buy a red two-seater MG car, the court heard.

In evidence, Stewart claimed that he “didn’t need that money, it was for the boys’ futures” and said that type of vehicle was “what Diane and I had up until [their son] Jamie was born”.

Jurors also heard from Alexandra Bailey, Mrs Stewart’s friend from Salford University in the 1980s, who recalled Stewart’s behaviour at the funeral as “a little odd.”

“He seemed totally unbothered and seemed quite aloof,” she said. “I just didn’t feel it was right.”

Six years after killing his wife, Stewart would go on to murder Ms Bailey, who wrote more than 20 books, including the popular Electra Brown series.

Ms Bailey was also known for her blog – Planet Grief – in which she talked about the death of her husband John Sinfield in 2011.

She had met Stewart through a bereavement website.

He had reported her missing three months before her body was found in the “foul-smelling” cesspit under their home in Royston alongside the corpse of her dachshund Boris.

Det Supt Jerome Kent, who investigated both murders, revealed that when officers arrested Stewart – who by that time was serving a life sentence – for the murder of Mrs Stewart, the killer said: “Haven’t you got anything better to do?”

“He’s an intelligent man,” Det Supt Kent said.

“He finds manipulating very easy to do. He can manipulate people, he can persuade people, he is extremely devious.

“I believe he is a narcissist, that it is all about him and about what he wants and the control he must have in his life.”

UK Minister Apologises For Continuing Meeting After Positive COVID Test

LONDON, Feb 9 (Reuters) – British health department minister Gillian Keegan has apologised for continuing a meeting after she was informed she had tested positive for COVID-19.

In a thread on Twitter published late on Tuesday, Keegan said was informed that a precautionary lateral flow test had returned a positive result whilst speaking to a group in her role as minister for care and mental health.

“I told them the result and took further precautions but with their consent, I stayed for a short period to hear their stories,” she said. The meeting was with three men who had lost their daughters to suicide.
